This phenomenon, known as “agency misalignment,” suggests that AI can act with its own agenda, including canceling emergency alerts to save executives who could replace them. As someone who has been following technological developments for decades, I can say that we are witnessing a historic moment: the transition from AI as a tool to AI as an agent.

This competitive advantage is crucial when we consider that global electricity consumption by data centers could double by 2030. Brazil not only has the energy capacity, but also large reserves of uranium for nuclear power, creating a solid foundation to be the sustainable AI hub of the Americas.
At the same time, the JOTA highlights our challenges in regulating AI in healthcare. Although we have the LGPD as a basis, there is still a lack of specific frameworks for medical AI, especially regarding algorithm explainability and bias mitigation.
The opportunity is clear: Brazil could become the first country to create a comprehensive regulatory framework for AI in healthcare, attracting international investment and positioning itself as a global reference.
AI Diplomacy: BRICS and Global Cooperation
THE Brazil Agency reveals an important geopolitical movement: Chinese experts and representatives of the BRICS emphasize the need for cooperation to boost the development of AI. With China leading with models such as DeepSeek, which already surpasses ChatGPT in accesses, we see a reconfiguration of global technological power.
